This is 655 Seventh Street in Tempe, Ariz., an unfinished twin-tower development. The towers are suffering from neglect and zero occupancy, presumably due to “the economic downturn.” Abandoned building materials sit in piles midway up the tower. The only visible living inhabitants are pigeons.
